Cable Broadband

Sri Lanka connects to global networks through submarine cables landing at Colombo and Mount Lavinia. The SEA-ME-WE 3, SEA-ME-WE 4, and SEA-ME-WE 5 cables provide international connectivity with bandwidth capacity expanding over time. SLT operates as the primary submarine cable landing operator.

Fiber Broadband

Domestic infrastructure splits between fiber deployments in urban areas and mobile towers covering most of the island. SLT-Mobitel built the most extensive fiber optic network with next-generation FTTH reaching 500,000 connections by 2025. The operator offers speeds from 100 Mbps to 1000 Mbps on fiber.

Dialog deployed fiber in competitive urban markets, launching unlimited speed-based plans in 2025 without Fair Usage Policy restrictions. Hundreds of smaller ISPs serve local markets, particularly in Colombo suburbs.

Mobile Networks

5G deployment began commercially in December 2025. Dialog launched the largest 5G network powered by over 220 live sites serving 1.5 million subscribers in the first months. Dialog uses 3500 MHz spectrum for wide coverage and 27 GHz spectrum for gigabit speeds, committing USD 100 million investment over two years.

SLT-Mobitel launched 5G simultaneously with initial deployment in Colombo. Operators plan expansion to other major cities by 2026. Only a small percentage of users own 5G-compatible devices in early 2025, limiting adoption. 4G LTE covers nearly 100% of the population as the primary mobile internet technology.

Fiber Broadband

Mobile towers blanket populated areas, though speeds vary by location and congestion. Rural towers sometimes operate without fiber backhaul, limiting speeds during peak usage.

Urban Areas

Colombo holds the strongest internet infrastructure with multiple fiber ISP choices and 5G coverage from both Dialog and SLT-Mobitel. Fixed broadband speeds average higher in the capital, with SLT recording 62.6 Mbps average download in Q3 2025 for fixed broadband. Dialog measured 27.7 Mbps on mobile in the same period.

Residents choose from SLT fiber, Dialog fiber, and smaller local ISPs with plans from LKR 2,000 for basic speeds to LKR 40,000 for gigabit fiber. Peak hour congestion between 7pm and 11pm can reduce speeds 20-30% in dense residential areas.

The Western Province, home to Colombo, accounts for 42.4% of Sri Lanka's GDP with the most advanced digital infrastructure.

Other major cities including Kandy, Galle, Jaffna, and Negombo have fiber coverage from SLT and sometimes Dialog. Urban centers have 2-4 ISP choices with speeds of 20-100 Mbps on fixed broadband. These cities account for most fixed broadband subscriptions.

Internet penetration in urban areas reached higher levels, with 19.5% of Sri Lanka's population living in urban centers as of 2025. Mobile 4G and emerging 5G coverage reaches all major cities.

Rural Areas

Rural areas face a sharp digital divide. While mobile 4G coverage reaches nearly all populated areas, actual speeds in rural zones drop to 10-20 Mbps on mobile networks. With 80.5% of Sri Lanka's population living in rural areas, most citizens lack access to fiber broadband.

Rural internet penetration lags urban centers significantly. Fixed broadband penetration remains extremely low outside cities. Many villages lack fiber connections, forcing residents to depend on mobile data plans.

The cost poses a financial burden given rural income levels and poverty rates exceeding 4% in Northern and Uva provinces. Over 800 government Nenasala Telecenters provide free community internet access in rural areas, helping bridge the gap for students and farmers.

Dialog Axiata dominates as the largest mobile operator with 57% market share and over 17 million subscribers as of 2025. Founded in 1995, Dialog operates the most extensive mobile network with wide urban and rural coverage. The operator acquired Airtel Lanka in June 2024, consolidating control.

Dialog

Dialog launched Sri Lanka's largest 5G network in December 2025 with over 220 sites serving 1.5 million subscribers. The operator committed USD 100 million investment over two years for 5G expansion.

Dialog measured 27.7 Mbps average mobile download speed in Q3 2025. Dialog also offers fiber broadband with truly unlimited speed-based plans launched in 2025 without data caps or throttling, the first such offering in Sri Lanka.

SLT-Mobitel

SLT-Mobitel holds the second position with government backing and the most extensive fixed fiber infrastructure. SLT operates as the state-owned incumbent with a long history dating to colonial era telecom operations. The operator built over 500,000 FTTH fiber connections by 2025, the largest fiber footprint in the country.

SLT recorded the fastest fixed broadband speeds at 62.6 Mbps average download and 33.5 Mbps upload in Q3 2025. SLT offers fiber speeds from 100 Mbps to 1000 Mbps with plans approved in January 2026 including symmetrical upload speeds.

SLT-Mobitel launched commercial 5G in December 2025 alongside Dialog. The operator serves as the primary submarine cable landing operator connecting Sri Lanka internationally.

Hutchison Telecommunications Lanka

Hutchison Telecommunications Lanka operates Hutch as the third mobile operator with smaller market share. Hutch focuses on value pricing with unlimited mobile data plans capped at various speeds. The operator provides 4G coverage across populated areas competing on price rather than premium features. Hutch has not launched 5G as of early 2025.

For fixed broadband, hundreds of smaller ISPs serve local markets, particularly in Colombo suburbs and secondary cities. These operators lease infrastructure from SLT or build limited local fiber networks. Quality varies widely by provider and location.

Affordability

Internet costs a portion of Sri Lankan household income, with affordability improving as competition intensified. Fixed broadband pricing varies by speed tier and operator.

SLT-Mobitel reduced prices in January 2026 with new approved speed-based plans, making fiber more accessible to middle-income households. The operator offers symmetrical upload speeds on select plans, a first for mainstream consumer service.

Fixed Broadband Pricing

Fixed broadband from SLT-Mobitel starts at approximately LKR 2,000-3,000/month for 100 Mbps entry speeds, LKR 4,000-6,000/month for 200 Mbps, LKR 8,000-12,000/month for 300-500 Mbps, and up to LKR 40,000/month for gigabit 1000 Mbps service.

Contract and Fees

SLT's approved 2026 plans include tiers at 100/50 Mbps, 200/100 Mbps, 200/200 Mbps symmetrical, 500/200 Mbps, 750/250 Mbps, and 1000/300 Mbps download/upload. Installation fees typically run LKR 2,000-5,000 including equipment.

Dialog fiber offers truly unlimited plans without Fair Usage Policy restrictions launched in 2025, with pricing competitive to SLT in markets where both operate. Dialog positions as premium with no throttling or data caps on any plan.

Mobile Data Pricing

Mobile data remains the primary internet access method for most Sri Lankans outside Colombo. Dialog, SLT-Mobitel, and Hutch sell prepaid data packages from daily bundles to monthly plans. Hutch offers unlimited mobile data with speed caps at different price points. Prepaid dominates over postpaid due to income patterns and user preference for control.

Satellite internet from Starlink launched in Sri Lanka on July 2, 2025 with hardware costing LKR 123,820 and service at LKR 9,200/month for Lite deprioritized data or LKR 15,000/month for Fixed priority unlimited.

Affordability

These prices remain far above terrestrial options and serve only users in areas without fiber or mobile coverage. With 24.8% of Sri Lankans below the poverty line, internet access remains unaffordable for many households.

Mobile internet subscriptions represent the majority of internet connections given limited fiber penetration. 4G delivers adequate speeds for browsing and social media, the primary uses for most Sri Lankans.

Fixed fiber broadband expanded rapidly in urban areas reaching 500,000 FTTH connections from SLT-Mobitel by 2025, with Dialog and smaller ISPs adding coverage in competitive markets. SLT deployed next-generation XGS-PON technology for gigabit speeds.

Dialog launched truly unlimited plans in 2025 without Fair Usage Policies, eliminating data caps and throttling. Fiber infrastructure faces gaps outside cities with less than adequate coverage needed for universal access.

Internet penetration at the household level reached 59.7% by October 2025, up from lower levels in previous years but plateauing as affordability barriers limit further expansion. Individual internet usage shows 13.9 million users out of 21.9 million population.

The digital divide between urban and rural areas remains significant, with 19.5% urban versus 80.5% rural population distribution. Urban centers show much higher penetration while rural areas lag, particularly in Northern and Eastern provinces recovering from past conflict.
