NTT West is the largest fixed broadband provider in western Japan, operating the FLET'S Hikari fiber network across 30 prefectures. NTT West serves approximately 10.5 million fiber subscribers and covers all of Japan west of Toyama and Shizuoka, including Osaka, Nagoya, Fukuoka, and Hiroshima.

About NTT West

NTT West (Nippon Telegraph and Telephone West Corporation) was established in 1999 as part of NTT's regional restructuring. NTT West inherited the western half of Japan's fixed-line telephone and broadband infrastructure. The company is headquartered in Osaka, reflecting its role as the telecom provider for western Japan.

NTT West operates the FLET'S Hikari network in 30 prefectures from Toyama and Shizuoka westward to Okinawa. Together with NTT East, the two companies control approximately 58% of Japan's FTTH subscriptions. NTT West uses the same wholesale model as NTT East, where customers choose a separate ISP for internet access.

NTT West's FLET'S Hikari network passes over 25 million homes across western Japan. The company also supports docomo Hikari and SoftBank Hikari reseller services, which bundle the NTT line with ISP service for simplified billing.

NTT West Plans and Services

NTT West offers several internet plans across different technologies and price points.

NTT West's main fiber product is FLET'S Hikari Next Super Hayabusa, offering 1 Gbps speeds at JPY 5,940 per month for houses and JPY 3,575 for apartments. The apartment plan is among the cheapest gigabit fiber options in Japan. An additional ISP fee of JPY 550-1,100 per month applies.

FLET'S Hikari Cross provides 10 Gbps service at JPY 6,600 per month in Osaka, parts of Aichi, and expanding to other western cities. FLET'S Hikari Light offers a usage-based plan from JPY 2,860 per month for light users.

NTT West also provides Hikari Denwa (IP phone) at JPY 550 per month, FLET'S TV for television services, and Wi-Fi router rentals. The Hikari Hajime Wari Next discount program offers reduced pricing for the first 24 months.

Is NTT West Right for You?

Every provider has trade-offs. Here is how NTT West performs based on real-world usage and customer feedback.

Strengths

  • Widest fiber coverage in western Japan across all 30 prefectures
  • Apartment plan at JPY 3,575 is one of Japan's cheapest gigabit connections

  • Compatible with docomo Hikari and SoftBank Hikari bundle discounts

Weaknesses

  • Separate ISP fee adds JPY 550-1,100 on top of NTT line charge
  • IPv4 PPPoE congestion during evening peak hours. Must switch to IPv6 IPoE
  • Apartment connections share bandwidth among all units in the building
  • No 25 Gbps plan announced yet (NTT East will launch 25 Gbps first)
  • Only covers western Japan. NTT East handles eastern prefectures
  • Installation wait time of 2-4 weeks in most areas

Best For

  • Residents of western Japan who want the most reliable fiber coverage
  • Budget users in apartments who want gigabit fiber at JPY 3,575 per month

Troubleshooting NTT West Issues

Common NTT West connection problems and how to fix them.

FLET'S Hikari speeds drop significantly between 7pm and 11pm

Cause: IPv4 PPPoE congestion at NTT network exchange points during peak usage hours.

  1. Enable IPv6 IPoE through your ISP (v6 Plus, transix, or similar)
  2. IPv6 IPoE bypasses the congested PPPoE exchange and maintains fast speeds at all times
  3. Test with a wired Ethernet cable to confirm it is not a Wi-Fi issue
  4. If your ISP does not offer IPv6 IPoE, switch to one that does

Apartment FLET'S Hikari speeds are much lower than 1 Gbps

Cause: Multiple apartment units share the same fiber line. VDSL type connections limit speeds to 100 Mbps.

  1. Check if your building uses fiber-to-the-unit or VDSL (check the wall jack type)
  2. VDSL buildings max out at 100 Mbps. Ask NTT West about upgrading to direct fiber
  3. For fiber-to-the-unit buildings, enable IPv6 IPoE for best peak-hour performance
  4. Test during off-peak hours (late night) to see the maximum available speed

NTT West Speed Test FAQ

What is the difference between NTT East and NTT West?

NTT East and NTT West are sister companies that cover different geographic halves of Japan. NTT East covers 17 prefectures in eastern Japan including Tokyo, Kanagawa, and Hokkaido. NTT West covers 30 prefectures in western Japan including Osaka, Nagoya, Fukuoka, and Okinawa. The dividing line runs roughly through Niigata and Shizuoka prefectures. Both offer the same FLET'S Hikari technology and similar pricing. You cannot choose between them since your address determines which company serves you.

How much does NTT West fiber internet cost per month?

NTT West FLET'S Hikari Next 1 Gbps costs JPY 5,940 per month for detached houses and JPY 3,575 for apartments. You also need a separate ISP contract costing JPY 550-1,100 per month, bringing total costs to JPY 4,125-7,040 per month. The 10 Gbps FLET'S Hikari Cross plan costs JPY 6,600 per month plus ISP fee. For light users, FLET'S Hikari Light starts at JPY 2,860 per month with usage-based pricing. Bundled services like docomo Hikari and SoftBank Hikari include the ISP fee in one price.

Can I switch my ISP without changing my NTT West fiber line?

Yes. One advantage of the NTT West wholesale model is that you can switch ISPs while keeping the same FLET'S Hikari fiber line. This means no new installation visit and no downtime for the fiber connection. You cancel your current ISP and sign up with a new one on the same NTT line. Popular ISPs on NTT West include OCN, So-net, BIGLOBE, @nifty, and ASAHI Net. Switching ISPs is useful if you want better IPv6 IPoE support or lower monthly pricing.
