VDSL technology serves the majority of fixed connections outside fiber zones. Cosmote uses fiber-to-the-cabinet with VDSL2 vectoring to deliver 50-100 Mbps in areas without full fiber. VDSL coverage is widespread across mainland cities and larger towns. Cable networks have limited presence compared to other European markets.

Mobile Networks

Urban Areas

Fiber rollout focuses on dense urban areas first, with Cosmote, Vodafone, and FiberGrid all building overlapping networks. Secondary cities like Patras, Heraklion, and Larissa have VDSL coverage and expanding fiber availability.

Rural mainland areas face a persistent connectivity gap. FTTH coverage in rural zones sits below 20%, far behind urban rates. Medium towns and rural clusters will receive fiber between 2025 and 2027 under the National Broadband Plan.

Rural Areas

Many villages still depend on aging VDSL or ADSL lines delivering 10-50 Mbps. FiberGrid's wholesale network targets underserved areas to close gaps. 5G fixed wireless from Cosmote provides 30-100 Mbps in areas without fiber, offering faster speeds than legacy DSL.

Vodafone

Vodafone holds 22% market share with 900,000 fixed broadband subscribers. Vodafone fiber reaches 360,000 households with expansion to 850,000 by 2028. Vodafone invests EUR 1 billion through 2029 in fiber and 5G expansion.

Nova (Wind Hellas)

Nova (Wind Hellas) serves 18% of the market as the third major operator. Nova delivered the fastest average fixed speeds at 55.6 Mbps in early 2025.

Forthnet, Cyta, and regional providers collectively hold 12% of the market. FiberGrid operates wholesale fiber infrastructure, selling access to retail providers. Smaller ISPs focus on local markets and business customers.

Contract and Fees

Entry-level broadband in Greece starts at EUR 20-22 per month for 50 Mbps VDSL or basic fiber. Most plans require 12 or 24-month contracts.

Mid-tier fiber at 100-200 Mbps costs EUR 26-30 per month. Gigabit fiber ranges from EUR 33-41 per month depending on provider and bundle options.

Fixed Broadband Pricing

Bundling fixed and mobile saves EUR 5-10 per month. Greece does not impose data caps on fixed broadband. All major providers offer unlimited data at every speed tier. Router rental is typically included in monthly price.

Affordability

At median household income of approximately EUR 20,000 per year, a EUR 30/month broadband plan represents about 1.8% of income. Greek broadband pricing sits in the mid-range for Southern Europe, lower than Italy but higher than Romania or Bulgaria.

Mobile Data Pricing

Mobile plans range from EUR 14/month for 15 GB to EUR 50/month for unlimited data. Installation fees vary from EUR 0-50 depending on technology and promotions.

Fiber Deployment

FTTH coverage grew from 8% of households in 2020 to approximately 35% by late 2025. Actual fiber take-up remains in single-digit percentages as many households stay on existing VDSL plans.

The National Broadband Plan targets 100 Mbps minimum speeds upgradable to 1 Gbps for all buildings by 2027. EU Recovery and Resilience funding supports fiber rollout in rural and underserved areas.
