Rural Finland presents a significant digital divide. At the end of September 2023, fast fixed broadband reached only 53% of rural households compared to 86% in urban areas. Sparsely populated rural areas had just 42% coverage of 100 Mbps networks. The gap stems from lower population density making fiber deployment economically challenging for commercial operators.

Rural Areas

Government intervention is narrowing the divide. The Broadband 2020 program and national broadband subsidy scheme (launched 2022) co-funded by the EU have subsidized rural fiber projects. Some rural regions saw fiber availability jump 15-20 percentage points in a single year.

Remote and Underserved

Fiber plans range from 100 Mbps (23 EUR/month promotional) to 1 Gbps (40-50 EUR/month). DNA achieved the fastest average speeds in Finland at 132.1 Mbps download and 45.6 Mbps upload in 2025. As a mobile operator, DNA ranks second in mobile subscriptions with strong 5G deployment.

Elisa maintains the highest mobile market share at 39% while operating fiber and cable networks nationwide. Elisa launched XGS-PON fiber technology in June 2024, enabling 100 Gbps connections. Elisa cable coverage reaches 40% of Finnish homes with DOCSIS 3.1 delivering up to 1 Gbps download.

Fiber plans start at 25 EUR/month for 100 Mbps and reach 50 EUR/month for 1 Gbps. Elisa positions itself as a premium provider with superior customer service and network quality.

Telia Finland ranks third with 31% mobile market share and strong fiber presence in southern Finland. Telia sold its residential fiber network covering 31,500 households to Valokuitunen (CapMan Infra) in 2024, refocusing on mobile and business services.

Telia collaborates with DNA through Suomen Yhteisverkko joint venture to manage mobile networks in Northern and Eastern Finland. Telia fiber plans range from 23 EUR/month (promotional) to 50 EUR/month for gigabit speeds.

All three operators offer unlimited data on fixed broadband with no caps. Special promotional rates can drop as low as 13 EUR/month but typically require fixed-term contracts and setup fees.

Finnish broadband pricing is competitive with three major operators and municipal networks competing for customers. Entry-level fiber (100 Mbps) costs 23-25 EUR/month on standard plans.

Fixed Broadband Pricing

Promotional rates can drop to 13-15 EUR/month but require 12-24 month contracts and setup fees of 50-100 EUR. Standard 1 Gbps symmetrical fiber plans run 40-50 EUR/month. Premium plans above 1 Gbps are emerging with Elisa's XGS-PON technology.

No Finnish ISP enforces data caps on fixed broadband. All plans include unlimited data. Contract terms vary: promotional plans require 12-24 months, while standard plans often allow month-to-month cancellation. Bundle discounts of 10-20 EUR are common when combining broadband with mobile and TV services. Student discounts of 10-15% are widely available given Finland's large university population.

Affordability

At Finland's median household income of approximately 48,000 EUR/year, a 1 Gbps plan at 45 EUR/month represents about 1.1% of gross income. This makes Finnish broadband affordable relative to purchasing power despite high nominal costs compared to Eastern Europe.

Price competition is strongest in Helsinki and Tampere where all three major operators plus municipal networks compete. Rural areas with single-provider coverage typically see prices 10-20% higher.

5G Rollout
